Who Can Buy, and Who Can't

Maryland legalized adult-use cannabis on July 1, 2023 under HB556 (Chapter 254). That means anyone 21 or older can walk in and purchase. No card needed, no registration. Just a valid government-issued ID proving they hit the age threshold.

Medical patients are a different lane. Under the Maryland Medical Cannabis Commission (MMCC) program, patients can be 18 or older with a valid MMCC patient card. If they're under 18, a registered caregiver must be present and that caregiver must be 21 or older.

Caregivers themselves always need to be 21+. They purchase on behalf of a qualifying patient, and they carry their own MMCC caregiver card. You'll need to verify both the caregiver's card and the patient they're buying for.
