Cannabis Control Commission (CCC) Overview

How We Got Here

In November 2016, Massachusetts voters passed Question 4, the Regulation and Taxation of Marijuana Act. That ballot initiative legalized adult-use cannabis for anyone 21 and older. It also directed the legislature to build a regulatory framework from the ground up.

In 2017, the legislature responded with Chapter 55 of the Acts of 2017. That law amended M.G.L. c. 94G and created the Cannabis Control Commission, or CCC. The CCC is an independent five-member body, not a division of a larger agency. Its job is to regulate the entire cannabis industry in the Commonwealth.

The CCC's headquarters is at Union Station, 2 Washington Square, Worcester. If you ever need to send a certified letter about an incident, that is the address. Think of the CCC as the single authority over cannabis in Massachusetts. Licensing, compliance, enforcement, equity. If you work in a Massachusetts cannabis business, the CCC is the regulator you need to know inside and out.

💡 The CCC was created by Chapter 55 of the Acts of 2017 to implement Question 4. It regulates both adult-use and medical cannabis.
